The earlier that evaluation happens, the more options an airport generally has for addressing it.

Another benefit of maintaining equipment on a regular basis is having a record of what has been done.
Service records can tell a technician when a component was last inspected or replaced, what repairs have been made and whether a particular issue has occurred before. Over several years, that information can reveal patterns that aren't obvious from looking at the equipment on a single day.
Repeated repairs are a good example. If the same component is being replaced regularly, it may be normal for that particular application, or it may indicate that something else needs to be investigated. Having the maintenance history makes it easier to ask that question.
Records are also useful when technicians change or when someone unfamiliar with the equipment needs to work on it. A clear service history gives them information about the system before they begin troubleshooting.

Routine Maintenance Can Help With Bigger Decisions, Too
Maintenance isn't limited to keeping equipment running. Over time, it can also help an airport determine when equipment has reached a point where continued repairs may no longer be the most practical option.
Age, parts availability, changing operational requirements and the frequency of repairs can all factor into that decision. An older component that needs occasional service may be perfectly reasonable to maintain. A component that requires increasingly frequent repairs or is becoming difficult to support may deserve a different conversation.
The same applies to larger fueling systems. An airport's needs can change significantly over the life of a fuel farm. Equipment that was appropriate when the system was installed may not be the best fit years later.
Those decisions are easier to make when the airport has a maintenance history to reference rather than trying to evaluate the condition of the system after a major failure.

There isn't a single maintenance schedule that works for every aviation fueling system. Equipment varies, operating conditions vary, and airports use their fueling infrastructure in different ways.
A good maintenance program takes those differences into account. It should address the equipment that is actually in use, follow applicable manufacturer and industry requirements, and give technicians the opportunity to evaluate the condition of the system over time.
